The meteor exploded in the sky; Fragments may have hit the Earth. Why are so many big meteors seen over Russia?

A brilliant meteor was seen on June 21, 2018, in several Russian cities, including in Lipetsk, which is southeast of Moscow. The fireball produced an incredible trail of smoke that remained visible for several minutes. NASA records indicate that the event took place on June 21st at 01H16M20 UTC (Universal Time). Sensors have detected that the space rock produced an explosion equivalent to 2.8 kilotons. This explosion size corresponds to the disintegration of a small asteroid about 13 feet (4 meters) in diameter. This size is in contrast to the estimated 20-metre asteroid that exploded in the air over Chelyabinsk, Russia, in February 2013. The infrasound sensor detectors recorded the low frequencies produced by the explosion of the space rock that entered the Earth's atmosphere. Some people filmed the meteor with car dashboard cameras… Although intense friction with the air caused the disintegration of most of the space rock, it is possible that small fragments have reached the surface of the Earth.
